POSITION PURPOSE:
The City of Birmingham (EOE) is seeking qualified applicants for the position of Accountant with the City's Finance Department. Under the supervision of the Assistant Finance Director, performs a wide variety of responsible accounting, budget, and financial record keeping activities requiring a high degree of accounting knowledge, accuracy, and attention to detail. Prepares financial summaries and narratives for various financial documents. Analyzes data and generates a variety of reports. Performs related duties as assigned.
FUNCTIONS AND RESPONSIBILITIES:

Responsible for making journal entries, maintains ledgers and financial records, reconciles accounts and bank statements.
Monitors and analyzes expenditures; utilizing data processing techniques, create a variety of reports for use by management personnel.
Assists in preparation for audits; prepares supporting schedules.
Assists in preparation of annual budget; prepares schedules, charts, graphs and drafts narratives.
Assists in preparation of annual forecasts; prepares schedules and narratives.
Prepares a variety of correspondence, records, and reports for various federal and state agencies (once per year for both), and for special projects as assigned.
Perform accounting functions and provide technical support in account analysis, monthly and quarterly reconciliations, closing and adjusting entries, audit schedules, and federal, state, and departmental reporting.
Responsible for Community Development Block Grant (CDBG) activity, including, but not limited to publishing and administering the annual RFP for a public service agency.
Prepares and monitors compliance of 1095-C report. Sends to the IRS.
Provide oversight of the City's fixed assets program including additions, deletions, reconciliations, closing entries and records retention. Manage disposal of property to ensure compliance with established City policies and procedures.
Prepare F-65 and ACT 51 reports.
Implements and maintains departmental records retention schedules.
Participate in and complete a variety of special projects related to department activities.
Provides backup support to Payroll for absences.
Provides assistance in the absence of the Accountant.
Additional related responsibilities as assigned.
NECESSARY SKILLS:
Knowledge of the principles of fund accounting, budgeting, and public finance.
Demonstrated ability to assess situations, prioritize tasks, and resolve problems.
Ability to communicate effectively with others both verbally and in writing.
Time management skills
Adhere to confidentiality requirements when handling proprietary and sensitive information.
EDUCATION AND EXPERIENCE REQUIREMENTS:
Bachelor's degree in Accounting, Finance or a closely related field. CPA preferred.
Minimum of 2 years of experience performing responsible fund accounting and budget duties utilizing data processing techniques.
Experience with current office software systems, including MS Office Suite. Working experience with BS&A software is a plus.
PHYSICAL AND ENVIRONMENTAL REQUIREMENTS:
Must be able to lift 25 lbs. to lift or carry heavy files.
Must be able to sit for extended periods of time.
Must be able to stand, kneel, use a step ladder to reach files, open and close heavy filing drawers.
